BOC releases revised airport warehousing charges

The Bureau of Customs (BOC) has released revised airport warehousing charges.

Customs Administrative Order (CAO) No. 03-2024 provides higher rates on services, storage, and other charges on goods or merchandise stored at airport temporary storage warehouses (ATSW).

The order also consolidates existing customs orders related to airport warehousing charges at customs facilities and warehouses (CFW).

CAO 03-2024 applies to all BOC collection districts which exercise direct control and supervision over ATSWs, which are customs facilities established within airport premises or off-terminal for purposes of storage, examination, stripping, or safekeeping of imported goods.

Only ATSWs accredited as CFW by BOC can impose the revised rates under CAO 03-2024.

The order aims to standardize various charges for operations affecting imported goods before actual delivery to the importer or consignee and taking into account the present economic conditions and facilities given by ATSW operators.

The revised rates include basic storage charges on imported cargoes, service charges, and ancillary charges.

The basic storage rates on imported cargoes under the new CAO are as follows:

For Ninoy Aquino International Airport (NAIA) and Clark International Airport (CRK)

  • General cargo (no free storage) – from P3.43 per kilogram (kg) per day to P4.46 per kg per day
  • Minimum charge – from P197.48 per day to P256.72 per day
  • Fixed rate for documents and diplomatic pouches – from P131.63 per day to P171.12 per day

For other airports

  • General cargo (no free storage) – from P1.68 per kg per day to P2.69 per kg per day
  • Minimum charge – from P96.38 per day to P154.21 per day
  • Fixed rate for documents and diplomatic pouches – from P64.25 per day to P102.8 per day

Special cargo rates are as follows:

For NAIA and CRK

  • Minimum charge – from P393.42 per day to P511.45 per day
  • Baggage and personal effects – from P3.43 per kg per day to P4.46 per kg per day
  • Perishables; valuable cargo; restricted goods; live animals, foods, and plants; and human remains – from P6.89 per kg per day to P8.96 per kg per day

For other airports

  • Minimum charge – from P192.27 per day to P307.63 per day
  • Baggage and personal effects – from P1.68 per kg per day to P2.69 per kg per day
  • Perishables; valuable cargo; restricted goods; live animals, foods, and plants; and human remains – from P3.35 per kg per day to P5.36 per kg per day

The revised services charges are as follows:

For NAIA and CRK

  • For shipments whose weight per air waybill (AWB) is less than 100 kg – from P1.35 per kg per shipment to P1.76 per kg per shipment
  • For shipments whose weight per AWB is 100 kg or more – from P1.99 per kg per shipment to P2.59 per kg per shipment

For other airports

  • For shipments whose weight per air waybill (AWB) is less than 100 kg – from P0.65 per kg per shipment to P1.04 per kg per shipment
  • For shipments whose weight per AWB is 100 kg or more – from P0.97 per kg per shipment to P1.55 per kg per shipment

Ancillary charges include backdoor release, deconsolidation fee, returned shipment fee, export cargo handling fee, and inbound screening charges.

Backdoor release covers all shipments to be released from the warehouse outside of the normal 8:00 am-7:00 pm customs release period during weekdays, and anytime during Saturdays, Sundays, and holidays.

For NAIA and CRK, the backdoor release rate of P14.29 per kg per day (from P10.99) shall apply, but in no case should be lower than P853.67 per AWB (from P656.67) and no more than P1,425.94 per AWB (from P1,096.88).

For other airports, the backdoor release rate of P8.56 per kg (from P5.35) shall apply, but in no case should be lower than P513.23 per AWB (from P320.77) and no more than P856.67 per AWB (P535.42).

Deconsolidation fee is a charge designed to compensate the warehouse operator for the additional service of physically break bulking and individually checking the consolidated shipment against the consolidated manifest to ensure completeness.

For NAIA and CRK, the deconsolidation fee will be the fixed rate of P718.68 per house AWB (HAWB) from P552.83 per HAWB, and P431.77 per HAWB from P269.85 per HAWB for other airports.

Returned shipment fee, meanwhile, is formulated to compensate the warehouse operator for the additional task of rechecking, retaping, and restoring the shipment which was originally released from the warehouse for customs examination but was not cleared by the BOC collector for some reason and was returned to the warehouse for safekeeping.

For NAIA and CRK, the returned shipment fees are as follows:

  • Rate – from P109.73 per kg per day to P142.65 per kg per day
  • Minimum charge – from P657.80 per AWB to P855.14 per AWB
  • Maximum charge – from P1,096.88 per AWB to P1,425.94 per AWB

For other airports:

  • Rate – from P53.55 per kg per day to P85.68 per kg per day
  • Minimum charge – from P321.25 per AWB to P514 per AWB
  • Maximum charge – from P535.42 per AWB to P856.67 per AWB

The export cargo-handling charge is P300 per master AWB (MAWB) for NAIA and CRK and P100 per MAWB for other airports.

The inbound screening charge, meanwhile, has a fixed rate of P10 per HAWB.

Violations to CAO 03-2024 will be penalized in accordance with the Customs Modernization and Tariff Act and other applicable penal provisions.

The CAO will be reviewed every three years and be amended or revised, if necessary.

CAO 03-2024 amends or repeals CAO 14-2019, which provides rates imposed by customs bonded warehouses operating at NAIA as well as other related memorandum or issuances inconsistent with the new order. – Roumina Pablo
