In a significant step for Philippine trade, the Bureau of Customs (BOC) and the Philippine Chamber of Commerce and Industry (PCCI) officially launched the ATA Carnet, also known as the “Passport for Goods,” at The Manila Hotel on July 15, 2024.

This new system allows businesses and professionals to temporarily export and import exhibition items, professional equipment, and commercial samples without incurring import duties or taxes, provided the goods are fully re-exported. With the Philippines now the 81st country to implement the ATA Carnet system, this initiative is poised to enhance trade efficiency and strengthen the country’s position in the global marketplace.

The event was attended by esteemed representatives from various organizations, including the International Chamber of Commerce Philippines, International Chamber of Commerce World ATA Council, Department of Finance, Department of Trade and Industry, and numerous key associations and industry leaders. Their presence underscores the collaborative effort behind this initiative.

In his remarks, Commissioner Bienvenido Y. Rubio highlighted the transformative potential of the ATA Carnet, emphasizing its role in simplifying processes for businesses and enhancing the Philippines’ global competitiveness.

The ATA Carnet system will be managed by the PCCI, ensuring that businesses across the country can easily navigate this new opportunity. The introduction of this system is expected to yield numerous benefits, including increased participation in international fairs and exhibitions, greater ease for professionals traveling with equipment, and a significant reduction in the administrative burden associated with temporary imports.

The successful launch of the ATA Carnet is a testament to the collaborative efforts of the BOC, PCCI, and other key stakeholders in fostering a dynamic business environment in the country. The BOC is fully committed to supporting this system and will continue to implement measures that facilitate trade and promote economic growth, ensuring that the ATA Carnet operates effectively and serves the needs of the Philippine business community.
